ADEME decided to evaluate the large national communication campaigns carried out towards the public at large over the period 2008-2010 focusing on climate changes, energy conservation, and waste management. The analysis seeks to assess the coherence, effectiveness and real impact of campaigns based on a multivariate analysis of a number of national pools as well as an ad hoc panel of experts. At last, the Euréval team is formulating scenarios for the future developments of the national communication strategy.
The overseas territories are facing specific accessibility issues more or less critical to national resources for education, training and health. This results in strong social discrimination for the Ultramarines who do not have sufficient financial means for travelling.
The evaluation of territorial continuity focuses on three devices reformed by Law for the Development of Overseas May 27, 2009: support for territorial continuity, mobility studies passport and the passport mobility training. It consists of a review of achievements on the one hand and a study of the effects obtained and potential of the 11 overseas territories. It is designed to test the adequacy of operational changes and help drive the future impact assessment within two years.
Fondation Mérieux selected Euréval to conduct the evaluation of its 2008-2010 Action Plan. The evaluation focused on the effectiveness of the actions implemented by Fondation Mérieux in the following fields:
- strengthening of health infrastructures
- support to applied research programmes
- training and exchange of knowledge
- patients support
Euréval used specific tools to conduct this evaluation: a documentary analysis, interviews and an online survey for the staff and the partners of Fondation Mérieux.
Euréval was chosen to carry out the evaluation of the Sustainability and Environmental Education policy of the Région Picardie, which is mainly based on a framework contract with local associations called CPIE. The evaluation mainly deals with coherence and effectiveness questions. The evaluation required a complete consolidated balance sheet of the actions, individual interviews and focus groups with many stakeholders, everywhere in Picardie.
Alfortville city wanted to evaluate the methods and operation of facilities services for young children to ensure a warm welcome and quality supervision. The goals of this evaluation are to report on action taken in the services under the regulatory constraints imposed on them, explore new ways of operating to ensure proper supervision of young children, and finally, that illuminate the city on lines of work to accompany the reflections on the definition of Public Service Nursery.
To do this, over 4 months Euréval mobilizes a team of 3 consultants in order to qualify the needs and supply in early childhood. Scoping interviews with municipal departments are followed by visits to all municipal services, two roundtables with professionals and a roundtable with working parents in the nursery tips and a thorough literature review.
The purpose of this contract is to evaluate the reaction of ESF to the financial and economic crisis. With regard to this, the main objectives of the evaluation are to describe how the ESF has reacted to the crisis (Task 1), whether and under which circumstances it played a role in mitigating its effects (Task 2) and how it could eventually be made more apt to respond to needs of post-crisis recovery (Task 3). Additionally the evaluation should examine the extent to which governance issues including speed of reaction and adaptation played a major role when using the ESF to mitigate the crisis (Task 4). Finally, the evaluation should result in conclusions and recommendations which will be used as an input for the discussion on the ESF regulation post 2014 (Task 5).
Euréval fulfils the function of a geographic expert for FR with the following tasks:
1. Overview of the changes introduced at the level of France.
2. Inventory of changes on OP level (2008-2010).
3. Changes on Measure level (from a sample of OP, which will be defined after the inception phase) including illustrative case studies (if possible one per sample OP).
4. National labour market policy responses and the interpretation of role and rationale of ESF.
GIP CARIF Ile-de-France and the National Agency for the fight against illiteracy wanted to assess the regional plan for fighting against illiteracy 2008-2011, to provide food for thought for a revision of the Plan.
Two lines of questioning are covered: the added value of the plan and the mobilization of stakeholders in the prevention and fight against illiteracy in the region Ile-de-France on the one hand, and the adequacy of the results of devices with regard to needs of young people, employees and families concerned.
The evaluation methodology includes extensive interviews with key players in the region, a survey of partners and operators and a review of the Plan re achievements. Workshops looking on illiteracy in the workplace, prevention of illiteracy or the level of professionalism in identifying situations of illiteracy, should allow to adjust the intervention in 2012.
The Region Nord Pas-de-Calais wishes to evaluate the actions undertaken by the regional Instute for Agricultural Promotion over the 2007/2010 period in order to renew the multiannual convention and improve its coherence with the other promotion activities carried out on the regional territory. The Institute is a branch of the regional Chamber of Agriculture, responsible for the promotion of regional food and agricultural products. The evaluation is intended to assess:
• the relevance of the promotion policy and its effectiveness,
• the existing partnership and governance system,
• the adequacy and consistency of the strategy.
Euréval will conduct a series of interviews with beneficiaries and targets of the promotional activities, several field observations and a focus group with the actors involved in the promotion of regional food and agricultural products. After the evaluation, Euréval will also assist the Region in drafting a new strategy for the institute.
The Regional Authority of "Haute-Normandie" has been supporting SMEs since 2003 through an action called "new activities and new competencies". This action consists in identifying new business projects (innovation, export, quality, etc.) in small SMEs and to give unemployed people the opportunuty to develop this new activity in the company with a support in terms of vocational training (6 months training period) and funding. The purpose of this support is both to help SMEs develop their innovation projects and to help unemployed people access a job.
The evaluation dealt with the relevance and effectiveness of this support. It measured the effects both in terms of economical development and employment and supplied the Region with comparisons of similar actions existing in other regions (benchmarking).
The audiovisual sector is an essential vector in the context of the Europe 2020 Strategy for creating a smart, sustainable and inclusive economy delivering high levels of employment, productivity and social cohesion. It boosts training, prosperity, growth and jobs in a knowledge-based economy and contributes significantly to GDP. It contributes to the Europe 2020 Strategy
flagship initiative "An industrial policy for the globalisation era" aiming to improve the business environment, notably for SMEs, and to support the development of a strong and sustainable industrial base able to compete globally.
The major problem of the European audiovisual industry on international markets is the poor circulation of audiovisual works. In this context, the European Parliament adopted, for the first time in December 2007a Preparatory Action focusing on developing European Union relations with third-country audiovisual markets. This Preparatory Action MEDIA International provided the opportunity for structuring and strengthening relations and networks between European Union and third-country professionals in the audiovisual sector, for the mutual benefit of the European industry and that of the third country professionals involved. It was designed to pave the way for the new MEDIA Mundus support programme (2011-2013).
The evaluation was aimed to provide answers about the relevance, effectiveness, efficiency and sustainability of the actions implemented and to supply recommandations for the new MEDIA Mundus support programme .
