Policy or programme evaluation
Service

Eureval performs all types of evaluation, from short missions to in-depth surveys and studies at international level.

We give priority to providing answers to the questions asked, and constantly ensure participation of the actors concerned as well as impartiality. Eureval takes pride in maintaining a high level of quality and professionalism in its evaluations.

If necessary, our services include the input of partners, service providers or consultants in the field concerned by the evaluation.

The mission

Each evaluation is unique and requires the construction of an appropriate method. Our missions generally consist of five steps :

  • Validation of evaluation criteria

    We always start by checking that we have clearly understood the questions asked and the criteria to apply.

    With our clients, we reconstruct the logic underlying the policy or programme concerned, and identify the needs to be met, the strategy chosen, the goals set, and the expected effects.

    At this stage we try to take into account all legitimate points of view. As far as possible we involve the evaluation committee or any other group formed for that purpose.

  • Collecting information
    We gather all available and relevant information on the evaluated policy or programme, its implementation, history and context.
    As far as possible, we produce additional information, especially on results and impacts. For this purpose we use the most appropriate survey techniques to collect quantitative and/or qualitative data.

  • Knowledge input
    The information obtained is systematically cross-checked, analysed and interpreted with a view to producing new knowledge. We always specify the degree of validity of our results and state whether they can be generalised or not.

  • Conclusions
    Our conclusions answer the questions asked in the terms of reference. When they involve a value judgement, such judgement is made on the basis of criteria established from the outset in agreement with the commissioner.
  • Proposals
    After consulting our interlocutors we propose improvements, based on our conclusions. We give priority to the strategic nature of our recommendations but also ensure that they are realistic and acceptable.
