Values and Commitments
As a private firm EUREVAL is distinguished by its attachment to the "Res Publica", that is, to making public action meaningful. Our legitimacy may not be institutional, but is based on constantly updated professional competencies. Moreover, on the basis of our convictions, we promote pluralism in the evaluations and policy design entrusted to us.

This is what our know-how and values correspond to; in short, our attachment to the sound functioning of democracy. Our business is public policy evaluation, performance management, and programme design. All of these are at the service of citizens, elected officials and democratic institutions.

Attentiveness and mediation, two priorities

In answering the questions put to us, we go as far as necessary in the empirical observation of facts and in their rigorous analysis.

We know however that many questions defy objectivity. The rationale for a public action or the relevance of a strategy depends on the judgement of opportunities. The results of a policy may be positive or negative, depending on one’s point of view.

 

EUREVAL helps to address these difficult questions impartially and legitimately by means of an approach that is:

  • participative : the key political actors are involved in each phase, with clearly defined responsabilities and well-identified outputs
  • plural : we work in close collaboration with the decision-makers and publics concerned, to verify the interpretations of our findings based on collected data and to formulate concrete proposals with a view to improving policies
  • multicriteria : we construct an assessment of results and impacts in relation to various legitimate criteria. These criteria and their articulation are defined explicitly with the stakeholders, and are used in a balanced way to formulate valid assessments.

The EUREVAL team is recognized for the care it takes in adjusting to the requirements and constraints of the missions entrusted to it. Our clients readily acknowledge the quality of our attentiveness to their needs and our capacity to make the necessary changes to a protoco proposed after a launch meeting and/or discussions on a inception report, for example.

  • raise the level of mutual understanding and consensus among our partners.
Quality and professionalism in new occupations

Our team aims for the best possible level of professionalism and quality. We have been pioneers and promoters in :

  • publishing no fewer than fifteen reference books in the past fifteen years
  • initiating the creation of European, French and regional professional societies
  • organizing international and national conferences
  • assisting many public institutions in their modernization, often with lasting success

Independence and sustainability

The team is independent (all the shares are owned by the employees) and offers serious guarantees as regards management and financial standing (cf. our excellent rating by the Banque de France)

Finally EUREVAL is committed to the environment ! We buy CO2 reductions corresponding to our emissions in order to offset the impacts of our activities on the climate. Via a specialized company, Climat Mundi we finance renewable energy and energy saving projects which generate significant CO2 reductions. We are furthermore developing tele-conferencing and e-learning in order to limit travelling.
